Participatory construction of public policy for cancer control in Colombia

?Background
The model and plan for cancer control constitute a roadmap that, based on social and citizen consensus, defines the objectives, goals, and strategies for addressing health challenges related to cancer control over the next ten years, with the aim of improving morbidity and mortality rates from this cause in the country.
These instruments, as national and territorial guidelines, must articulate and link the different actors in the health system, allowing for the alignment of actions and efforts to offer effective responses for cancer control.
 
Objectives
Develop a participatory process with civil society organizations and entities from the health sector and other sectors to update the model for cancer control and build a national plan to identify and prioritize the needs and interventions required by the country for the next 10 years.
 
Methods
Stakeholders were identified and linked through categories at the level of government entities, academia, civil society, scientific society, representatives of insurers and providers, international organizations, and territorial entities, identifying their power of influence, interest, and prioritization of efforts for cancer control.
 
The methodologies of policy dialogues and world cafés were defined. I understand these to be methodologies that seek mechanisms for discussion on topics relevant to the formulation, debate, and adjustment of public health policies, which seek to promote evidence-based decision-making and the participation of different actors involved in the health system, such as researchers, academics, and representatives of civil society, among others.
 
Results
Twelve policy dialogues were held, bringing together different actors in the health system and reaching out to different regions of the country in order to obtain the territorial perspectives of the different actors. a policy dialogue with cancer patients, caregivers, and survivors, recognizing their experiences and perspectives on disease control, and policy dialogues with the academic and scientific community to recognize their experience in knowledge management for cancer control.
 
Seventy-three percent of those invited participated, achieving transparency in public decisions and gathering diverse perspectives and analyses of the issues surrounding cancer. Finally, the results of the roundtables were analyzed using NVivo® qualitative analysis software, version 14.23.3, in order to identify meanings, consensuses, tensions, and proposals that contribute to the construction of the Ten-Year Plan for Cancer Control in Colombia.Conclusiones/Implicaciones para la práctica o la política
 
The country is implementing the national cancer control plan with contributions from the stakeholders involved, which will enable it to chart the course the country needs to take to control cancer over the next 10 years
