Implementation Research as a Tool for Promoting Health: A Model for Reorienting Public Cancer Research Policies in Brazil?

The expectation is health promotion and equity in access to prevention, including innovative treatments for cancer.Research developed during the pandemic of the virus SARS-CoV-2 at the Bordeaux University demonstrated that INCA can benefit from using Implementation Research (IR) to evaluate and promote its policies, primarily due to its significant role in areas involving cancer prevention and early detection, as well asthe generation of epidemiological data that, together, can help guide policy development.  The IR was introduced in the health system of France and Spain, in its practical applicability as an instrument that provides a body of data and information, influences public policies and aims to formulate orientation proposals for the development and application of research for health promotion in cancer, and guidesdecision-making.
           
The methodology consisted of a literature review and qualitative research through semi-structured interviews. The fieldwork was conducted in Spain and France, with a sample of 15 qualified informants selected based on their experience in IR, researchers, and heads of research centers in both countries who utilize IR within their public health
systems. An IR model contributes to diminishing the social determinants and can promote equity when it encourages healthy policies.

A small-scale intervention will not always produce beneficial effects simply by being expanded; the target population within the area where the intervention will be introduced or increased, which is a fundamental issue to be considered ensuring that the implementation fulfills its intended purpose to diminish negative health effects.The incorporation of IR in France and Spain at institutions and the Health System wasoriented by investments from health agencies, mainly public, and through convocations.This cooperation is crucial for maintaining IR. More demands come from the Government from the moment the results began to emerge. It can be considered an indicator of interest to promote more calls and financing. INCa (France) is the precursor and the current responsible for the calls in cancer that have been periodically open to any researcher since 2010, with participation from researchers at IARC. It is an
innovative and participatory field of research with the capacity to unite the entire institution toward a common goal.

Therefore, INCA of Brazil will be able to expand its research scope, offering greater applicability of the research produced in Brazil, also for innovative technologies, which will positively impact planning, policy formulation, the
relevance of research application in routine practice, the work of field professionals, and consequently, the lives of the population. Thus, through the use of the data produced and interaction among stakeholders, it will be able to implement increasingly committed management focused on health promotion, cancer prevention, and the reduction of
inequalities. The IR assumes a potential role in influencing public health policies.
